fix(api): update openapi upload script env import path (#693)

The env module was moved to @cio/core/config/env but the upload-openapi-spec script still imported from the removed apps/api/src/config/env path, causing CI upload:openapi to fail with ERR_MODULE_NOT_FOUND. Co-authored-by: Rotimi Best <[email protected]>
