Grading queue

The Teach tab appears only when orgRoles[activeOrg] is ADMIN or TUTOR — one binary, a role-aware tab bar. A single new endpoint, GET /account/grading-queue, gathers submissions awaiting grading across every course the tutor owns, oldest first, so a backlog can be cleared between meetings.

I would decline and explain that access has to be tied to a care relationship. I'd remind them that the audit log records every lookup by user, so an access without a clinical reason is traceable. If they pressed, I'd report it to the privacy officer the same day using the internal form.
